If no qualified applicant is available from this group, then for a member in the Eta Province (including Colorado, Colorado College, Colorado State, New Mexico, Wyoming, and Utah). Selection criteria: Selection will be based on a combination of factors, including academic merit and financial need as well as participation and leadership within Kappa and the community.
